Question
Starts easily but will not run evenly. Engine speed surges up and down

Answer
One of four cycle engine surging is typically caused by lean fuel conditions.  The first thing to check will be the vent in your fuel cap make sure it is clean and operational.  Then clean out the tank and back flush the fuel outlet.  If you have an in the line fuel filter replace it be sure to observe the arrow on the fuel filter it indicates fuel flow.  Yes I do suggest having one.  I would then replace the fuel line and primer lines.  From there remove the carburetor disassemble it and use a wire from a wire tie to clean every air and fuel passages blow them out with carburetor cleaner or compressed air.  Purchase a carburetor kit and new mounting gaskets from your dealer installed the carburetor kit reassemble the carburetor and put it back on using the new mounting gaskets attached throttle and choke cables put fresh fuel in the tank and start the mower.  I think that if you follow this trouble shooting path You will find the issue.  Good luck on your project.
