Small Engines (Lawn Mowers, etc.): Kohler Pro 17-OHV wont start, hydraulic lifters, question pool

Question
Kohler Pro 17-OHV won’t start.
Engine was running fine when I shut it off. Next day, engine would not start, symptomatic with flooding.
Plug was soaked.
Changed plug and tested plenty of spark.
Engine spins and mis-fires but does not start.
Dismantled and cleaned carb, float etc. Plenty of fuel supply.
Same result of engine spinning & occasional back-fire but no start.
