Small Engines (Lawn Mowers, etc.): lawnmower engine starting problems, fuel tank cap, kawasaki engine

Hello.  I have a 17hp fh541v kawasaki engine on one of my lawnmowers.  The problem is the the mower will only start by using starter fluid.  It will start again if the engine has been running for a while but once it gets cold it won't start again unless the starting fluid is used again.  I just put a Brand New carburetor on it,new gas tank, new filter,new spark plugs, and changed the fuel pump. It still does the same thing.  this is the 3rd carb I have tried and it is brand new this time so the carb is obviously not the problem.  The engine runs fine after starting it just won't start without starter fluid.  Can you help?

Have you visually inspected the choke? Is it totally closing upon a cold start? Along with the new tank was the fuel tank cap replaced as well? They sometimes will fail to vent causing a vacuum lock in the fuel system causing the engine be able to suck the fuel in while running at times, but has trouble drawing fuel from a cold start, until it is running at full RPM. Does the engine seem to be turning over at the correct speed? Have you checked the condition of the spark from the coil? Is it a strong blue snapping spark? Are any and all linkage rods and throttle cables correctly install in their same positions after installing the 3 carbs.? .....Respond back to me with this info, and I'll see what I can do for you Glen........Tom
