Small Engines (Lawn Mowers, etc.): Tecumseh HH60 no load RPM setting, exhaust gases, great shape

I just bought a 1982 Troy-bilt Horse tiller, with the Tecumseh HH60-105115H 6HP engine.  It is in great shape, except someone previously messed with the governor settings.  I have the Tecumseh service tech manual, but it does not list the RPM setting, stating to look at a microfilm page for it. I do not have access to that.

Do you have access to this RPM number?  I want to set it correctly to get all the performance possible, but do not want to overspeed the engine.

When measuring the RPM's of an engine, unless you can get an accurate reading of the RPM, then I have a quick, almost redneck way of setting your tiller engine speed. Start the engine, and place your hand in front of the exhaust so that you can feel each puff as the engine blows exhaust gases out. I would suggest wearing earmuffs so that the sound of the engine popping does not distract you. Adjust the engine, so that you feel around three to four puffs per one second. This would be a good idle; a good running speed to use the tiller with would be around five to six puffs per second. For really heavy tilling duty, I would suggest around seven. Be careful, though, because any higher could be dangerous for the engine.
