Small Engines (Lawn Mowers, etc.): Honda GX340, caster wheels, honda gx340

Unit just returned to me from brother in-law loan.  I had it mounted to a wooden platform with caster wheels, one had broken off, so we tilted the unit over to approx 70 degree angle to re-attached caster.  Later the same day I attempted to start the unit to run out the existing gas from the line but the rope will only pull out about 1 foot then the engine seizes and will not turn any further. I removed the pull rope assembly and the same thing happens when I try to turn by hand. Any suggestions will be greatly appreciated!!

When you tipped the engine you hydro--locked it.  meaning that oil and gasoline ran past the valves into the combustion chamber and that blockage is causing the piston not to go up and down.  Remove the spark plug, with the engine in the off or stop position pull the rope until liquid quits spitting out of the spark plug hole.  Clean and reinstall the spark plug reinstall, check your oil be sure that you do not have an access of oil because gasoline ran into the oil if there is change the oil.  Start the engine you will get a lot of smoke let it run probably 30 or 40 minutes maybe more depending upon the ambient temperature eventually it will quit smoke.  You also have a black residue dripping from your muffler this is normal once this happens again the longer you run it the better it will get there is it too much you can do to clean out the muffler other than remove it and use something to do oil and grease in the muffler flush it out with water and let it dry out for a couple of days and reinstall.  hope this helps.
