Small Engines (Lawn Mowers, etc.): wheels locked, friction wheel, wheel assembly

Hi John
My sister inlaw has a MTD snowblower. Model 31AE6BHE723
Serial 1IO24B40401000.
The problem is the wheels are locked, it will not roll, and the transmission will not engage when running.
The "flywheel" is not in contact with the rubber rimmed wheel. This flywheel moves freely in and out when the handle lever is pressed that engages the tranny. I'm sure it's not a cable adjustment. I sprayed the gears and axles and that didn't help. It's as if the wheels are "locked" I even tried turning them with a wrench on the flat sided axle.Any help would be greatly appreciated. Thanks

You can View a Breakdown/IPL of this Unit at this Site Addy, http://www.smallenginepartswarehouse.com/parts.asp and Select the Shop Online Parts Look Up. Then Select the Model Tab. Then Select the OEM (MTD)  and Enter the Model Numbers (31AE6BHE723). Then Double Click on the Model in the Results Area. Now you can Select the Section of the Unit you Wish to View. Select the Drive File. Disassemble the Friction Wheel Disc Assembly (#4 in the Drive File Breakdown. Clean this Assembly. If the Problem Still Exists, then Inspect the Drive Components for Binding or Sticking. Usually the Friction Wheel Assembly is the cause for this Problem.
