Small Engines (Lawn Mowers, etc.): Honda GX200 Clone, honda gx200, engine mechanics

I recently bought a Honda GX200 Lifan clone at Harbor Freight.  I pulled out
the governor, capped the hole with 1/4-20 tap screw and locktite, dropped
in a larger jet 90 into the carb and put on header and new higher capacity air
filter. I have spark, the spark plug is not wet. Valve lash is at .oo2" on
compression and .oo3" on exhaust and I put in 18 lb valve springs.  Won't
start or even begin to start.  Turns over fine.  Not sure what to try.  Any help
would be very much appreciated.

Open the Valve Clearance. From your Description it Sounds like you Know About Engine Mechanics. I Suggest you Open the Valve Clearance to the Following. Intake .004in, Exhaust .006in..
