Small Engines (Lawn Mowers, etc.): Drive Problem-Troybilt Pony Mower, variable speed pulley, tension spring

I have a 2006 gear drive (not hydro) Troybilt Pony Mod 13AN779G776 that seems to slip badly when going up hill (just stops on grade). The belts "look" good and don't feel excessively hot (no belt smoke either), but it could (?) be slippage I guess. Manual says MAJOR disassembly req to replace belts (2). Is this true? Also in neutral (eng off) the mower cannot be pushed by hand and acts like it's in gear, though w/ eng running neutral is indeed neutral.  Thank-you for your time and expertise!

Is this Possibly a 2005 Model #13AN79G766 Pony Mower? If Yes, then Go to this Site Addy, http://www.jackssmallengines.net/parts.asp and Select Shop Online Parts Look Up. Then Select the Model Tab and Enter the OEM (Troy Bilt)and the Model Numbers (13AN779G766). Now Double Click on your Model in the Results Area. Select the Drive File. Usually this Problem is Caused by 1 of the Following. 1- A Weak Tension Spring (#21). 2- The Variable Speed Pulley Center Sheave Not Moving Freely. Remove the Belts and Clean and Lubricate the Floating Sheave. 3- Bad Belts. Replace the Belts. I Suggest that Both Belts be Replaced. The Reason the Mower Cannot be Pushed when the Engine is Off is Due to the Floating Sheave Not Releasing the Drive Belt Properly. As for Major Disassembly to Replace the Belts; there is Some Disassembly Required, but I Dont Call this Major. I Suggest you Check the Tension Spring First. If you have to Clean and Lubricate the Floating Sheave, then Replace the Belts at the Same Time. If you Hit a Snag or this Does Not Correct the Problem,  I am Here if You Require More Assistance.
