Small Engines (Lawn Mowers, etc.): 20 hp b/s engine, troy bilt, engine model

I have a troy bilt 20hp riding mower and when i crank it ,it reves up real high ,no control of the throttle .I checked all the cable and they are good.Does the governer control the throttle? model #40777 type 0124e1 code010323yh is the engine model.thank you

Check the governor spring.  Sometimes they break.  The governor spring is under the air filter housing.

Make sure nothing is causing the carb butterfly to stick.  Move all the linkages by hand to make sure they move freely.
