Small Engines (Lawn Mowers, etc.): Toro wont start ro turn over, toro wheel horse, hp onan engine

I have a 1994 Toro Wheel Horse 416-H Lawn tractor with a 17 HP Onan engine Model# P2166_I/10976D)that won't start or even turn over.  I can here the start relay click but not the solenoid or starter.  None of the idiots lights are indicating a switch cut off such as PTO or seat or forward control.  The battery is new and will turn on the head lights bright.  I have 12.7 volts to the starter and 9.3 volts to the ignition wire to the solenoid.  It was working fine until I washed it after the last mow.  I may have gotten water in the solenoid???How do I check it? It also has a new ignition switch. I tried blowing a hair dryer on the starter, but still not working.  It has been a week since I washed it.

Take a jumper wire from the battery positive to the starter connection the big bolt. Just touch the starter bolt with the wire to see if will crank. If it cranks then the starter is good,if not replace the starter.


Now you also need to check the wiring to make sure it is not taking any ground.If everything checks out then you will have replace the starter
