Sorry for the Delay. This Question was Located in the Question Pool and I can Only Answer Questions from the Question Pool when I am Not Answering Questions here or at the Other Site I Answer Questions at and I am on Vacation. I had a Few Minutes to Answer a Few Questions. From your Description it Sounds like the Blower Housing is Binding the Governor Link from the Governor to the Carburetor; Depending on the Type of Governor (Vane or Hydraulic). If this Engine has a Vane Type Governor (Plastic/Metal Vane Bolted to the Top of the Engine), then Make Sure the Vane Moves Freely before Installing the Blower Housing. Once the Blower Housing is Installed, Move the Governor Link by hand. It should Move Freely. If Not, then Locate the Area of the Blower Housing that is Hitting the Governor Link or the Governor Vane. On some Engines with the Vane Governor, you have to Install the Blower Housing Blots and then Lift the Blower Housing and Hold it Up while Tightening the Blower Housing Bolts. You can View a Breakdown/IPL of this Engine at this Site Addy, http://www.smallenginepartswarehouse.com/parts.asp and Select the Shop Online Parts Look Up. Then Select the Model Tab. Then Select the OEM and Enter the Model (5 or 6 Digits) and Type Numbers (first 4 digits Only). Example: XXXXXX-XXXX. Then Double Click on the Model in the Results Area. Select Sectional Index.
