Small Engines (Lawn Mowers, etc.): Lawnboy runs too slow, throttle arm, case move

Question
I have a 1999 Lawnboy Silver Pro 10323.  This is my second such mower and the top speed of the engine seems slow.  I just cleaned the module and reinstalled it and it starts better but still runs slow.  I'd like to increase the engine RPM.  When I push the throttle control all the way forward (choke), I don't see the choke activate.  I'm thinking that the cable is not pushing far enough but it may be a governor adjustment that is needed.  thanks

Answer
Governors seldom go out of adjustment on their own. If you fail to see the choke move during throttle repositioning I would have to believe the throttle cable is either broken, or cable is not adjusted correctly. If this is the case move the throttle to the full choke position, loosen the clamp holding the throttle cable so it floats freely, move the throttle arm till the choke flap fully closes, and then tighten the clamp again.          Tom
