Small Engines (Lawn Mowers, etc.): Connecting the kill switch wire, briggs and stratton, throttle plate


Question
I have a 8 hp electric start tiller Briggs and Stratton.
I cannot get it to cut off. Someone else started working on it before I got it and it was a work in progress. I don't have a battery in it right now. The wire that is at the base of the throttle cable is just hanging, not connected. where does this go? Does it matter that there is no battery? model 195437 type 0282 01

There is a switch a the bottom of the throttle plate located on the engine.  Use a flashlight to see if a wire is connected on the backside of the switch.   On the other side, the side where you connect the throttle cable, you can connect the shut-off wire by simply pushing in on the tab and inserting the shut-off wire from the throttle control.

The switch is very simple, when you slide to the throttle to the Off position the contral plate simply slides making contact with the switch grounding the ignition system shorting the spark to ground shutting off the engine.
