Small Engines (Lawn Mowers, etc.): replacing starter rope on scotts 5hp europa walk behind lawnmower, starter rope, nuts bolts

I can seem to get the metal shroud  off to get the wheel mechanism
it is on with  rivets i believe -- is there a different way??

yes there are rivets mounted on the pull start at the factory, You must take a drill bit and drill out the tops of the rivets to remove them, and then after making the rope repair use nuts, bolts, and lock washers to remount it, just make sure the blots are not to long to interfere with anything underneath.......Tom
