Small Engines (Lawn Mowers, etc.): My H1011 Lawnmower wont start..., spark plug wire, lawnmower

Hi,
  I am having problems starting my Lawnmower. I have done everything requested by the book and it still won't start.
Please advice?

Sorry it took so long to respond, I’m in the process of moving and just got internet.  

Is the fuel less than 30 days old?  Did you drain the carburetor bowl?   Is the fuel petcock turned on?  Is the spark plug wire connected?  Did you replace the spark plug?

When was the last time the mower ran?
