Small Engines (Lawn Mowers, etc.): This could be why it doesnt work, pilot jet, air mixture

I'm starting to think that the O-ring on the Main jet may be the problem. I'm
going to disassemble this in the morning and check.  There is suppose to be
a rubber o-ring there right?

If so do you know what size this o-ring would be?  Would rather not have to
wait to get it from Honda if it's a standard size. I bought some metric O-rings
from the hardware store to go in between the petcock and the gas tank.
Three bigger ones and one small one that I believe? is a one MM.  I have an
extra 1mm? so I'll check to see if it looks like the right size in the morning.  
Do you think this could be the problem?

Also do you know approximately how many turns in the pilot jet should be?  I
counted 9 when I took it out?  Also my engine vin number is EA4-1173768

I am Lost. I cannot Locate your Past E-Mail About this Unit. Can you Give me More Details as to the Problem and Please Use the Follow Up Feature.
