Small Engines (Lawn Mowers, etc.): Murray Rider wont start, crankcase oil, starter solenoid

I have and older Murray Rider model 38608x92D. I have had some past electrical problems with however I got it running and it has been working well. Today it was very hard starting and when it did start it was running very rough. I shut it off and asked my step son if he put oil in it he said "yes". I checked the oil and found it over full. I drained out the proper amount and tried to start it back up. The starter rolled the engine over a few times and then it happened, no power at all. The headlights won't even turn on. This what I have done so far:

Put charger on battery - battery shows full charge.
Checked fuse - fuse was OK but I replaced it anyway.
Checked for broken wires - the wiring is relatively simple, no evidence of breakage.
Replaced solenoid - went to the local parts store and they gave me a replacement part, the part number is different but it does say it replaces the original part number 24285.
Run a by pass to the headlights to see if the battery had any juice, the head lights lit up bright.

What is challenging me is the fact that the key has 4 positions, off, lights, on and start. With the key in the lights position the headlights should turn on but they do not. I am not sure what to do next.

1- Did the Crankcase Oil have a Gas Smell to it? From your Description it Sounds like the Carburetor Needle Valve is Not Seating Properly and Flooded the Engine. That would Explain the Overfilled Crankcase. 2- There is No Power to the Ign Switch. The Most likely Cause for the No Power May be the Fuse or Fuse Link has Blown. Some of the Older Mowers Used a Fuse Link. According to the Breakdown, this Mower has a Fuse Located Between the Starter Solenoid and the Ign Switch. You can View a Breakdown of this Unit at this Site Addy; http://www.partsandservice.com/ and Select the Illustrated Parts Catalogues Under the Online Parts Store Section. Now Using the "Select a Product Line, Product Category, Model and Page" Section. Look Up your Unit. It is Listed as a Tractor.
