Small Engines (Lawn Mowers, etc.): snapper riding mower blade wont turn freely, spark plug wires, briggs and stratton

yes i was wondering why my snapper riding mower with a briggs and stratton engine the blade wont turn freely.we have replaced the belt and that it worked for one pass.can u help me troubleshoot

Please!! Before checking this make sure the spark plug wires are disconnected at the spark plug this will assure you of no accidental starting. Remove the belt from the blade pulley, does it now turn freely with no noise, or rough sounds when you rotate it by hand? Are the blade brakes not rubbing on the pulleys when the blade lever is engaged? ...Let me know what you find and we will go from there.......Tom
