Small Engines (Lawn Mowers, etc.): Murray w/B&S motor governor problem, carburetor body, carburetors

Question
This is been driving me a bit nuts. At first I thought it was a carb problem where the motor would surge and then drop off power. I removed the carb, replaced the diaphragm and gave it a very good cleaning out. Also replaced the spark plug and motor oil just on principle. Anyhow, the above work did nothing to solve the problem. Still surges although it seems to run better overall.

Now if I pull the air cleaner off and watch the governor arm it will run the motor to full power then slack off to near stop. Rinse, repeat. ;-) If I hold the butterfly arm stationary the motor seems to run just fine in any position I hold it in. Do I have a governor problem or is the carb still boogered somehow? These are the numbers off the motor:

Thanks!

Answer
Hello Mike:

This is the Plastic Throw Away Carburetor and Usually if Soaking and Cleaning Did Not Correct the Problem, then a New Carburetor is Required. There is Varnish in the Main Jet Passage In the Plastic Carburetor Body. You can Try Soaking it a 2nd Time and it May Remove the Remaining Varnish and it May Not. I have had Some of these that a 2nd Soaking did Work and Some that the 2nd Soaking Did Not Work. The Shop Now just Replaces these Carburetors and Does Not Bother with Cleaning. It is Cheaper and Easier for the Shop to Replace these Carburetors than Clean and Rebuild. The Cost of Cleaning, Labor and Parts is More than Replacing these Carburetors. Welcome to the Throw Away Age. The Carburetor Part Number is B&S #699660 and is Sold for $17.82 Dollars (US) Plus Shipping at Outdoor Distributors. I Suggest you Purchase the B&S #794147 (this is a Replacement for the #699660). This Part Number Includes Gasket, Spring, Choke, Primer Bulb and more. The Cost is $19.26 Dollars (US) Plus Shipping at Outdoor Distributors. Their Site Addy is http://www.outdoordistributors.com/ and the Phone Number is 1-877-707-2787. You can View a Breakdown/IPL of the Engine at this Site Addy; http://www.briggsandstratton.com/maint_repair/manual_and_more/doclist.aspx?categ... and Enter the Model Numbers (10H902) and Type Numbers (0216) in the Appropriate Boxes and Click GO. Then Select Download PDF. If you Hit a Snag or this Does Not Correct the Problem,  I am Here if You Require More Assistance. Hope this Helps. Let me Know What Happens, Please. May the All Mighty Bless You and Yours. Thanks.

Good Luck
