Small Engines (Lawn Mowers, etc.): governor doesnot speed up engine, rear discharge, proper speed

Question
I have a sears model 917.378420 6.75 hp 21 inch rear discharge rotary lawn mower. The problem I have it stays on one run speed will not adjust to different conditions. The manual says engine speed is factory set for proper speed does this mean governor will not correct for different conditions. This is a tecumseh motor 6.75 hp.
Thank you
Sincerely

Answer
Rod
What they are telling you is that the factory set the run speed to run a certain RPM for cutting grass. This is a non adjustable speed if altered your engine can blow up and hurt someone. The governor is not locked it used to compensate for the type of grass you are cutting. If you start cutting low grass and go in to higher grass the engine will speed up for the load and works backwards as well.
