Small Engines (Lawn Mowers, etc.): toro 6.5hp/195cc lawnmower, spec numbers, valve clearances

hard to start at times/replaced recoil today.same problem prevails.removed spark wire and tried to crank by hand.something inside is binding. please help.

When you were Turning the Engine by Hand, was the Engine Brake/Shut Off Lever Held so the Engine Brake was Released If yes, then Does the Engine Turn 3/4 of a Turn and then Drag for 1/4 Turn and Repeat the Process? If Yes, then Send me the Model and Type or Spec Numbers Off the Engine or the Mower Model Numbers, Please. With these I can Locate the Proper Manual and Better Assist you. The Engine Model Numbers May be Stamped Into the Blower Housing (metal engine cover) Above the Spark Plug. It May be the Valve Clearances Require Resetting.
