Small Engines (Lawn Mowers, etc.): Blade not turning in mower, woodruff key, assembly drawings

I have a
Toro,  22" , front drive,  6.5 HP Recycler mower
Model: 20016
SN: 220338372

At the end of the season last year, the mower started to vibrate, then the blade stopped turning  at the speed of the engine. ( It did not strike anything.) I examined it, confirmed that the blade is loose and  is turning independently of the shaft. I see no evidence of a "key way".

The shaft seems to be still fixed in place to/in the engine.

What's the likely diagnosis?

You can View a Breakdown/IPL of the Mower at this Site Addy, https://lookup3.toro.com/partdex/default.cfm and Select Start Parts Viewer. Now Enter the Model Numbers (20016). Now Select View Assembly Drawings of the 2002 Year Model Mower. Now Select the Engine and Blade File. If this Engine has No Key-Way in the Crankshaft for a Woodruff Key or Square Key Stock, then it has a Spacer/Retainer Inside the Blade Adapter and the Blade is Held Tight Using Torque on the Blade Bolt and the Spacer/Retainer. I Failed to Explain that this was a Design Change for the Blade Adapter that is Supposed to Help Prevent Crankshafts from Bending when the Blade Contacts a Hard Object.
