Small Engines (Lawn Mowers, etc.): Bolens MTD 3.5 hp engine wont start, briggs and stratton, hp briggs

I have a Bolen's MTD 3.5 HP Briggs and Stratton edger.  Ever since I have owned it, I have had trouble starting it.  I have taken it several times to a guy who fixes small engines out of his garage.  Each time he puts in a new diaphram and it starts 1st time.  A week or two later when I want to use it again it will not start.  Its like the diaphram goes bad after each use.  Any suggestions on what could be causing this?

Send me the Model and Type or Spec Numbers Off the Engine, Please. With these I can Locate the Proper Manual and Better Assist you. The Model Numbers May be Stamped Into the Blower Housing (metal engine cover) Above the Spark Plug. Thanks.
