Small Engines (Lawn Mowers, etc.): Broken Flywheel spline at keyway, engine torque specs, torque wrench

Question
I had removed the flywheel on my 16hp B&S 28q777-0642 to replace the starter ring gear and after installing I didn't necessarily know about the torque setting and subsequently sheared the key after trying to start the engine.  I changed the key and noticed your mention of 100# + on the bolt and borrowed a torque wrench from a fellow mechanic, well as you may guess I split the keyway on the flywheel...I bought another flywheel as replacement and couldn't even reach 85# and it split again...any advice?  I afraid to even attempt this again and waste another $100

Engine torque specs:

See the links above on flywheel removal/installation.  According to the torque specs, the second link, for your OHV single cylinder engine the torque on the flywheel is 100 foot pounds.

Is the torque wrench defective?  I would try a different torque wrench.
