Small Engines (Lawn Mowers, etc.): Snapper starting problem, presence control, key switch

Hi John,  I am working on a Snapper HZS154422KVE mower with an original Kohler 15hp engine.  Joystick model. It will not start with the key, however it will when the solenoid is jumped.  I have a wiring diagram and have checked all of the safety switches including the voltage.  It carries 12.5 volts throughout the system.  Just to be sure I have changed the solenoid, key switch, PTO and checked and rechecked the fuse.  Initally, when I would turn the key the 20amp fuse would blow.  After checking the connections that problem has been corrected. What am I overlooking?  Thanks in advance.

From your Description it Sounds like the Solenoid is Bad. If you are Sure the Safety Switches are Good and Seeing the Components you have Replaced, then Check the Operator Presence Control Relay. You can View a Breakdown of the Mower at this Site Addy; http://www.snapper.com/manuals/ and Select your Model (HZS15422KVE) from the List in the Model/Part Numbers Section. Select Parts Manual from the Manual Type Section and Click Find Manuals. Now Download the Manual for your Unit from the  List Provided.
