Small Engines (Lawn Mowers, etc.): Drive Belt replacement, troy bilt, pulleys

I am trying to replace the rear (small) drive belt on my Troy Bilt Riding Mower. Model # 13AN6896766. I do not see any way to adjust the pulleys to get belt on. No tensioners etc.. (The old belt broke so it was already off). I have double checked to insure I have the right belt. Is there something in particular I need to do to get it on. I have removed the top panel and can get to the pulleys relatively easy.

There is no tensioner on the small belt.  Does the belt appear to be too long?
