Small Engines (Lawn Mowers, etc.): 14HP Mod#283H07 Will not start., twin cylinder engines, ohv engines

I have a Briggs and Stratton 14 HP OHV that will not start. Model #283H07 Type 0197E1 Code 040308ZE. I purchased a new battery and charged it. Replaced the starter and did a spark plug check by taking it out and grounding it with the case. Getting spark and Gas, But is hard to turn over. It backfired last year and has not been
right since. I replaced the Key and cleaned the flywheel. It turns over just fine with the spark plug out. When the Spark plug is in it is hard to turn over. Do you have any Ideas?"

Hello Jason:

This has Become a Common Problem with the OHV Engines. You need to Reset the Valve Clearance. The Compression Release is Not Operating Properly and Resetting the Valve Clearance will Correct this Problem. **I Do Not Use the Setting Called for by the OEMs. I have Found that the Following Works Best. Remove the Valve Cover (on the Dead Cylinder for Twin Cylinder Engines). Set the Cylinder you are Setting the Valves on to Top Dead Center (Both Rocker Arms will have Play in them when the Engine is at TDC) on the Compression Stroke When Setting the Valve Clearance. Now Loosen the Valve Adjuster Locks and Set the Intake Valve Clearance to .004in -.006in and the Exhaust to .007in - .009in. I have had Better Performance Out of the Mowers and Less Burnt Valves Using these Settings.
