Small Engines (Lawn Mowers, etc.): Tecumseh HH60 engine carb, troy built tiller, adjustment screws

QUESTION: I have a troy built tiller with a tecumseh HH60 engine with carb problems.  I overhauled the carb,  but on reinstal with both mix screws turned full in it runs very rich.  When I lift the handles and lower the engine it runs even richer.  When I lower the handles to raise the engine it starts to lean out some.  the carb is clean with new parts including a needle and seat and float adjusted according to the instruction sheet.  What am I overlooking?

The Float is Set too High. The Engine is Pulling Gas through the Carburetor Bowl Vent and Running Rich. The Give Away Statement is the Movement of the Engine Changes the Engine from Running Rich to Lean. Did you Soak the Carburetor Overnight in Carburetor Cleaner. If No, then the Carburetor May Still be Dirty and Causing the Float to Stick. I Suggest you  **Remove, Disassemble and Soak the Carburetor Overnight in Carburetor Cleaner (I Use Gunk). I have Found that Most People can Use a Breakdown/IPL and Disassemble the Carburetor Enough for Proper Cleaning. You Only have to Remove the Bowl (if Applicable), Float Pin (if Applicable), Float (if Applicable)  and Needle Valve and Any Adjustment Screws that Go Into the Carburetor Body. The Welch Plugs Do Not have to be Removed. Then Soak the Carburetor Body and Parts in a 1 Gallon Can of Gunk Carburetor Cleaner Overnight. The Can has a Parts Tray Inside it for the Small Parts. Once the Carburetor and Parts are in the Cleaner, you can Replace the Lid for Safety and to Prevent Accidental Spillage. Then Blow Out the Passages with Compressed Air. QUESTION: Doing what you said helped.  But when tilted it still bogs or leans out.  I'm not sure I understand how it could pull gas through the bowl vent.  But it is very apparent that it is affecting the idle mix and therefore hi speed won't adjust right either.  Where is the bowl vent?  What is the small drilled out hole that goes parallel with the large hole where the hi speed screw goes??

I Require the OEM (Walbro, Zama, Tillotson ect) and the Model Numbers Off the Carburetor. With these I can Locate a Breakdown of the Carburetor and Better Assist you. If the Gas in the Bowl is too High, when the Unit is Tilted, the Gas is to Close to the Bowl Vent and Gets Sucked Into the Carburetor Throat and Floods the Engine. Thanks.
