Small Engines (Lawn Mowers, etc.): B&S no spark, briggs and stratton, steering wheel puller


Question
I have a Briggs and Stratton engine model # 190402 type # 0652-03 and code # 75011711 on a concrete saw. It sat for about 3 months since i last used it and it won't start.
It doesn't have spark, I tried a new plug. It does not have a ground wire to kill the engine, just the lever at the spark plug. I removed the side cover and i can see the coil / magneto. Are there points and condenser or is the magneto the only part that could be faulty.

This Engine Does have a Point Set Located Under the Flywheel. The Coil/Magneto is Most Likely Good and the Point Set Requires Replacing. ***Remove the Blower Housing (metal engine cover). Remove the Flywheel Nut or Starter Cup (Depends on the Model). Now Attach a Steering Wheel Puller to the Flywheel Using the Threaded Holes in the Flywheel. Tighten the Puller. Now Hit the Puller with a Hammer. Repeat this Procedure Until the Flywheel Pops Up or can be Lifted Off the Crankshaft. On Some Models you Can Not Use a Puller and Must Use a Pry Bar and a Pipe Cap that is Slightly Larger than the Crankshaft. Place the Pipe Cap Over the Crankshaft to Protect it. Place the Pry Bar Under the Thick Section of the Flywheel and Pull Up Against the Flywheel. **BE CAREFUL  DO NOT PUT A HOLE IN THE BLOCK UNDER THE FLYWHEEL** Now Hit the Pipe Cap that is on the Crankshaft (covered with the Pipe Cap). Repeat the Procedure Until the Flywheel can be Lifted Off the Crankshaft. *** Once the Flywheel is Removed, you can Remove the Point Set Cover and then Remove the Point Set. To Properly Gap the Point Set; Turn the Engine Until the Point Set Plunger is Fully Extended and then Set the Point Set Gap to .020in. Replace the Cover and Flywheel. Remember the Flywheel is Held in Place by the Nut or Starter Clutch, Not the Flywheel Key. The Flywheel Key is for Timing the Plug Firing. If this Engine Uses a Starter Clutch Assembly, then it can be Removed by Using a Pipe Wrench. To Keep the Engine from Turning While you are Removing the Nut or Starter Clutch; Use a Bolt the Same Diameter and Threads as the Spark Plug and About 3" Long. Thread the Bolt into the Spark Plug Hole Until it Engages the Piston. Slowly Tighten the Bolt Until you have Locked the Piston and it Does Not Move. **BE CAREFUL A LOT OF TORQUE IS NOT REQUIRED PISTON DAMAGE CAN OCCUR IF TO MUCH TORQUE IS USED ON THE STOP BOLT** Now **Remove the Flywheel Nut.
