Small Engines (Lawn Mowers, etc.): fuel primer bulb, rubber bulb, engine model

From everything you have described the primer bulb should not fill with fuel.  The primer bulb setup in the air filter housing forces air into the carb bowl which forces fuel up the emulsion tube.

Is the primer still filling with fuel?  The primer bulb for you engine should have a small hole in the center.  The other style primer bulb is solid.

Which one do you have?
The blower housing is the same thing as the starter housing.

My Craftsman 5.5HP Gold 22" self driven mower with the big back wheels-model number 917 374371 has a primer bulb with a hole in the center. Last year after sitting outside over the winter, when I pushed on the bulb to prime, the fuel filled up the bulb and came out through the small hole. What a mess. Had to drain the tank. I thought the hole was not there before and assumed I needed a new rubber bulb. Your answer to the other person implies there is nothing wrong with the bulb as it supplies air and needs the hole to work. I assume now I am just looking at cleaning gummed up lines and/or carburetor orofices. Thanks for getting me on the right path with your original answer.

Engine model 128802, type 0519.

The primer bulb should have a hole in it and should not fill with fluid.  I would recommend replacing the part number 272653 Gasket−Air Cleaner.  These gaskets almost always break when removing the air cleaner housing.

Remove, dis-assemble and clean the carb with compressed air and carburetor cleaner.  The job pretty straight forward.
