Small Engines (Lawn Mowers, etc.): connecting rod, hp briggs, vertical shaft

i am wanting to build a racing lawnmower and would like to know what all i would have to do to my 12.5 hp briggs vertical shaft riding mower engine to  make it strong enough to withstand higher rpm's from adjusting governor. would a stronger connecting rod suffice? what difference would a lightened flywheel make rpm wise? thanks for any help!
