Small Engines (Lawn Mowers, etc.): small toro snowblower, toro snowblower, exhaust port

QUESTION: i have a small toro powermatic snowblower  put new spark plug in at the begining of the season  has started and ran like a champ.  Last night got into a big drift and the snowblower killed.  i went to restart it  but the RPM's never came back.    I waited for awhile restarted - starts great but it never come back to "full power"   What should I look for or do?

Does the Unit Idle and Not Rev when you Throttle Up? Does the Unit Rev Up but Not as High as Before? Send me the Model Numbers Off the Unit, Please. With these I can Locate the Proper Manual and Better Assist you. Thanks.

QUESTION: the blower is a CCR powermatic 3 horsepower

The choke control has three settings:
full Choke /partial choke/ off

I tried the unit this am and it started right up - warmed up and  ran at @ 20% power  as described

The CCR Powermatic is the Series Model. Please go to this Site Addy; https://lookup3.toro.com/partdex/default.cfm and Select Step 1 to Locate the Location of the Model Numbers I Require to Assist you. If this is a 2 Cycle Engine, then Remove the Muffler and Inspect the Exhaust Port for Carbon Blocking the Exhaust Port. Check the Muffler and Spark Arrestor Screen (in the muffler) for Blockage Also.
