Small Engines (Lawn Mowers, etc.): Cant remove engine pulley from Agway riding mower, crankshaft pulley, pulley bolt

I need to remove the large engine pulley from an Agway Riding Mower.  I have removed all engine screws, sprayed shaft with PB Blaster, tried using a pulley puller, tapped down with hammer but nothing seems to work.  What am I doing wrong?  The shaft appears to be keyed from under the large pulley.  Should I be tapping the pulley down or tapping the shaft up?  Starting to get frustrated...

Usually if you have Removed the Center Crankshaft Pulley Bolt; Spraying the Crankshaft with Penetrating Oil and Adding a Small Amount of Heat to the Pulley is All that is Required to Remove the Pulley from the Crankshaft. DO NOT HIT THE CRANKSHAFT TO DRIVE IT OUT OF THE PULLEY!!! Before Installing a New Pulley; Sand the Crankshaft and Apply Never Seize to the Inside of the New Pulley. This Helps Prevent Rust in the Future and the Pulley can be Removed Next Time with Ease. Send me the Model Numbers Off the Mower, Please.
