Small Engines (Lawn Mowers, etc.): crank case vacuum, crank case, fuel pumps

I have a small engine using oil it is only 2 years old on a standby generator. I was told to check crankcase vacuum. I have a monometer but can not find instructions on how to preform the test.

I have a Oil Fill Tube that I Use to Attach to the Engine and then Attach my Gauge to to Check the Vaccum for Crankcase Vaccum Operated Fuel Pumps. Why is the Engine Vaccum being Checked? What is the Engine Doing? This is the First Time I have Heard of Checking the Crankcase Vaccum. Usually if the engine has Compression, then you will have Vaccum in the Crankcase.
