Small Engines (Lawn Mowers, etc.): Victa 2 Stroke Stalls At Full Throttle, internal passages, exhaust port

Hi - I have a Victa tilta-cut edger that stalls as soon as I move the throttle to full.  It starts easy enough, but I'm guessing it's starving for fuel soemhow.  If I pump the bulb after moving to full throttle, it will postpone the inevitable stall.  Tank is full of fresh fuel, new filter, new carb seal, new jet.  Air is fine as far as I can tell.  Any pointers?

This Problem is Usually Caused by 1- The Internal Passages of the Carburetor being Restricted by Varnish that the Gas Forms Over Time. Soak Carburetor Overnight and Clean. 2- The Exhaust Port or Muffler being Clogged with Carbon. Remove Muffler and Clean Exhaust Port and Muffler. Replace Muffler if Required.
