Small Engines (Lawn Mowers, etc.): snowblower, wheel position, cable shield

I have a 9 hp Poulan Pro snowthrower(Model 927 ES) with a 27" clearing width and 23" intake height. It is new with just 9 hours of use.What would cause the power steering cable to stick in the lock wheel position? (that locks the right wheel).Red lever on handle bars is in the squeezed closed position and will not permit the snowthrower to go straight ahead but instead makes it turn  sharp right.It happened today with the temperature in the single digits.If cable is frozen how can I prevent this from happening again? I have to store it in an unheated garage

You can View a Breakdown/IPL of the Mower at this Site Addy, http://www.poulanpro.com/poulanpro/indexAction.do?id=default and Select Order Parts and Accessories. On this Page in the Upper Right Corner in the Search Box Enter the Model Numbers (PP927ES). Now Select the Parts Manual for your Unit to View Online. From your Description, it Sounds like the Steering Lever Pin (pg 11 of 12) on the Right Side of the Unit is Sticking. I Suggest you Disconnect the Cable and Pull the Cable Back and Forth through the Cable Shield. If the Cable is Moving Freely, then Check the Lever Pin and Components on the Right Side Using the Breakdown for a Guide. Make Sure All the Components are Moving Freely. If the Cable is Not Moving Freely, then Replace the Cable. If you Think the Problem is Icing, then Lubricate ALL the Exposed Components with WINZER Polylube 250. This is a VERY GOOD Product for Use in Cold Temperatures and Prevents Sticking and Freezing of Exposed Components.
