Small Engines (Lawn Mowers, etc.): snowthrower, blower works, wheel position

I have a 9 hp poulan pro snowthrower(Model 927 ES) that is new with just 9 hours of use..What would cause the power steering cable to stick in the lock wheel position? (that locks the right wheel).Red lever on handle bars is in the squeezed closed position and will not permit the snowthrower to go straight ahead but instead makes it turn  sharp right.It happened today with the temperature in the single digits.Also should the chute deflector be at a 90 degree angle at the most downward position or should it point more towards the ground?

First of all I would return this unit as it will be under warranty.Some times the cables get in a bind because the way it is run they may have it too tight on the frame.My snow blower works in any position 90 degree 45 degree if there is allot of snow you may want to raise the chute to make it easier to get rid of the snow.
