Small Engines (Lawn Mowers, etc.): Carb flooding out, tecumseh engine, air mixture

Hello Mr Bridger's i have a old Tecumseh snow blower that i got off my father inlaw # HS50-671590 Ser 9157B and the Carb # is 7389F1. The problem im having is that the Carb seems to be flooding out no matter how i turn the carb screws,i have put in a new carb kit and the turned the screws in all the way in and then turned out the screws 1/2 turn out, and it still seems to be flooding out. Any idea what i can do?
PS the Snow blower worked for about 30 mins then died, there is spark in the plug also.

You can View a Breakdown of the Carburetor at this Site Addy http://www.tillotson.ie/ and Download the Flash Player. Then Enter the Site. Now Select Tech Info. Nowe Select Service Manuals from the Drop Down List Under the Tech Info Tab.Your Carburetor should be in the HU or the HS Series Manual. Since this is a Tecumseh Engine, I have a PDF Site Addy that May Assist you Also. http://www.tecumsehpower.com/CustomerService/BSI.pdf ****Turn the Idle Air and Main Air Mixture Screws In Until SNUG **Do Not Jam** Then Reverse Both Screws 1 1/2 Turns. Holding the Throttle Full Open, Start the Engine. Turn the Main Air Mixture Screw Clockwise Until Proper Revs are Obtained. Occasionally you May have to Turn this Counter Clockwise to Achieve the Proper Revs. Now Allow the Engine to Idle. Set the Engine Idle Screw (Not Idle Air) so the Engine will Stay Running if Required. Now Set the Idle Air Mixture Screw so there is No Hesitation when Throttling from Idle to Full Throttle. Reset the Engine Idle if Required.**** Did this Carburetor use a 1 Pc or 2 Pc Needle Valve? If a 2 Pc; Did you Remove the Old Seat (Flat O-Ring in the Carburetor Inlet Port where the Needle Valve Sets? Did the Carburetor Float Set Level when the Carburetor is Turned So the Float is Up? Check the Nedle Valve and Seat. The Needle Valve is Not Seating Propely. If you Hit a Snag or this Does Not Correct the Problem,  I am Here if You Require More Assistance. Hope this Helps.
