Small Engines (Lawn Mowers, etc.): Snowblower not starting, electric starter, troubleshooting steps

I have a mastercarft snowblower 10.5 HP 29", Tecumseh engine.  It worked fine last year, but I cannot start it.  The engine turns over but it wont start.  It has a manual and electric starter but it just won't start.  I changed the spark plug.  I used regular gas, 1030 oil, just changed it for the season.
Can you recommend any other solutions to get it started.

I will start you off with some basic troubleshooting steps for a no-start condition. 1. Check the fuel lines are not blocked or cracked.  2.  Make sure the carburetor is working properly.  Check for ignition problems.  Is there a spark happening when you try to start it? 3. Check the compression is correct. With the first step, if gas was left in the machine over the past year, then you are probably look at having to overhaul the carburetor.  If you have experience [and a manual] then this should be somewhat straightforward.
