Small Engines (Lawn Mowers, etc.): Toro, assembly drawings, wheel horse

Wheel horse 71225 Sno. 200001234 The blades have started engaging even when disengaged. Belt correct,belt guides ok, V in pulleys seems good. New idler spring (2) the cable is tight but i have backed it right off. I can start it without the blades turning but after a period or if i 1/2 lift the lever they kick in and don't stop.

Have you Adjusted or Changed the Spindle Brake Pads? You can View a Breakdown/IPL of the Mower at this Site Addy, https://lookup3.toro.com/partdex/default.cfm and Select Start Parts Viewer. Now Enter the Model Numbers (71225). Now Select View Assembly Drawings. Select the Deck Drive and Brake Components File. The Spindle Brake Pad is #2:2 in the Breakdown. You can Also See the Pad Adjuster. Usually the Brake Out of Adjustment, Brake Pad Requires Replacing or the Belt being to Short/Damaged are the Most Common Causes for this Problem.
