Small Engines (Lawn Mowers, etc.): dangerous blades, toro wheel horse, pulleys

i have a Toro wheel horse 71225 sno. 200001234 and the blades have started engaging when disengaged.
The belt is correct the idler spring and its opposite are correct the belt guides are ok the v in the pulleys is good

I NEED YOU TO EXPLAIN TO ME A LITTLE BIT MORE.You are saying that when you disengage the blades they stay running?Something is not adjusted right or your switch for the blades is bad.When you engage the blades a solenoid receives a signal to close it may be stuck.
