Small Engines (Lawn Mowers, etc.): over reving-governor promlem, briggs stratton, fine spring

Hello John, I recently purchased a rotary hoe/ tiller at a garage sale and after the usual fixing the little things I went to start it and it sounds like it is over revving.
The engine is a 5HP Briggs & Stratton, but with no markings or numbers. The governor control wire is connected to the carby and a fine spring is fitted- however it has no throttle control which has me puzzled as it can only go flat out or stop- no letting the beast cool down for a minute.
Any suggestions would be great,

The Model, Type and Code Numbers are STAMPED Into the Blower Housing (Metal Engine Cover) Above the Spark Plug. You May have to Scratch the Paint or Rust Away to See them. However, Lets Reset the Governor just in Case it is Not Set Correctly. **To Reset the Governor; Loosen the Governor Arm Bolt and Turn the Governor Shaft Clockwise Until it Stops. Using the Governor Arm Hold the Carburetor to Full Throttle. Now with the Shaft Full Clockwise and the Governor Arm and Carburetor Held at Full Throttle, Tighten the Governor Arm Bolt. If the Engine Still Runs Full Throttle, then Reverse the Rotation of the Governor Shaft, but Still Hold the Carburetor at Full Throttle with the Governor Arm. If it Still Runs at Full Throttle, then Check the Internal Governor.** If you Hit a Snag or this Does Not Correct the Problem,  I am Here if You Require More Assistance. Hope this Helps.
