Small Engines (Lawn Mowers, etc.): 1999 Scott S1742 Lawn Tractor Transaxle, proper manuals, couple degrees

First, let me thank you ahead of time for your help.  I am having trouble with third gear on the transaxle.  It has always seems to hesitate when I shift to third and let off the clutch but now it doesn't seem to want to engage at all or at times will hesitate for 15 to 20 seconds before moving.  It will not pull itself up any type hill over a couple degrees of grade.  Is this a clutch slipping, possibly in need of transmission fluid (lubricant)  or a more serious problem, in your opinion.

Is the Transaxle Pulling Good in the Other Gears? Is the Belt in Good Shape and Not Stretched? Is the Idler Arm Bracke Moving Freely? Does the Extension Spring Attached to the Idler Arm Bracket have Good Tension? On the Transaxle is an OEM Identification Plate. Send me the Information Off of This Plate, Please.
