Small Engines (Lawn Mowers, etc.): 49cc engine wont start, flywheel, pocket bike

i opened up my 49cc engine on my pocket bike becuase it doesnt start,i turned my flywheel but it got stuck/jammed, it doesnt fully rotate, what should i do?

Explain "Opened Up the Engine, Please. What Did you Do? Disassemble the Engine? Remove the Carburetor? Remove the Flywheel? Thanks.
