Answer
Hello Stan:

Why did you Make the Linkage Adjustment? The Brake is Adjusted at the Transaxle. According to the Fiche and Online; this is a 1994 Model Kgro Lawn Tractor (Electrolux Home Product Manufacturer). You can View a Breakdown/IPL of this Mower at this Site Addy, http://www.smallenginepartswarehouse.com/parts.asp and Select the Shop Online Parts Look Up. Then Select the Model Tab. Then Select the OEM (Electrolux Home Products) and Enter the Model Numbers (LT4216A). Then Double Click on the Model in the Results Area. Now you can Select the Section of the Mower you Wish to View. Usually the Safety Switch you are Looking for is Located behind the Side Panel at yoor Left Leg. There is a Brake Disc and Adjuster on the Right Side of the Transaxle. Tighten the Center Adjuster Nut Until Snug. Now Reverse 1/4 Turn and then Make Minor Adjustment as Required to have Proper Brake. The Brake Pads May need Replacing. If you Hit a Snag or this Does Not Correct the Problem,  I am Here if You Require More Assistance. Hope this Helps. Let me Know What Happens, Please. Thanks.

Good Luck
