Small Engines (Lawn Mowers, etc.): Loose Belts / Blades dont spin fast, craftsman lt4000, thick grass

I just purchased a used Craftsman LT4000 12.5 HP 38" tractor (Part # 917.256451).  While there are a few minor issues, the main issue is it appears the two belts are very loose.  The mower belt comes off a lot and the blades do not spin very fast at all and bog down when i try and mow thick grass.  I am going to replace the belts but they are very loose.  How do I tighten them both and raise the deck a little.  It is already at the highest height level 5.

Go to this Site Addy, http://www3.sears.com/ and Enter the Model Numbers in the Upper Left Search Box and Click Go. Then Visually Verify the Equipment and Click Continue. From this Page you can View Diagrams or Parts Lists for you Equipment. Select the Lift File to View Diagram. 1- The Blade Belt. The Blade Belt is Tightened by Adjusting the Front Links (#15 in the Lift File) so the Deck is Pushed to the Rear of the Mower. Adjust Both at the Same Time and the Same Amount.  2- The Clutch Belt. There is No Adjustment for the Transaxle Drive Belt. Usually the Problem is the Belt is Stretched and Worn or the Clutch Return Spring (#55 in the Drive File) is Weak and Does Not have the Required Tension for the Belt to Operate the Drive System Properly. 3- Adjusting the Deck Height. This is a Floating Deck and the Adjustments are for the Right or Left Side of the Deck the Adjusting Nuts at (#32 in the Lift Diagram). When the Deck is in the Transport Position (Up) it will Usually Tilt towards the Front of the Mower. Once it is Lowered, it Should Level Itself. If Not, then Clean and Lubricate the Lift System.
