Answer
Hello Glenn:

You can View a Breakdown/IPL of this Engine at this Site Addy, http://www.smallenginepartswarehouse.com/parts.asp and Select the Shop Online Parts Look Up. Then Select the Model Tab. Then Select the OEM and Enter the Model and Type Numbers. Then Double Click on the Model in the Results Area. Now you can Select the Section of the Engine you Wish to View. Select the Alternator, Controls, Electric Starter, Governor Spring, Ignition File. The Governor Spring Pulls the Governor Arm and this Pulls the Throttle Thru Shaft which Opens and Closes the Throttle Valve. By Shortening or Tightening the Governor Spring, you will Increase the Engines RPMs. The Spring can be Tightened Usually by Bending the Tab the Spring is Attached to on the Throttle Control Bracket. Also Check the Throttle Thru Shaft and Make Sure the Throttle Plate the Governor Link Attaches to is Turning the Thru Shaft and Not Just Turning on the Shaft. Hope this Helps. I am Here if You Require More Assistance. Let me Know What Happens, Please. Thanks.

Good Luck
