Small Engines (Lawn Mowers, etc.): Rewind Starter Handle Came Off - String Retracted, vice grip pliers, recoil starter

Question
QUESTION: I just got a used riding mower with a Briggs & Stratton 130900 or 132900 motor.  I pulled too hard and the string came untied from the rubber handle.  The string retracted.  How do I get the string out to reattach.  It "looks" like the rewind starter is permanently attached to the engine, but it must come off, right?  There was a little catch just behind the hole where the string comes out, which I released hoping it would allow the housing with the hole to come out so I could get the string, but it didn't seem to help.  I didn't however force anything.

ANSWER: Hello Marc:

Good News and Bads News for this One, but Good News is the Final Result. First the Bad News. You Know the Catch that you Mentioned? That Was the Recoil Spring Catch; it was the Rewind Spring that you Released. OK.  No Worries. We Just have to Go Further to Repair the Recoil Starter.  Remove the Blower Housing (metal engine cover and recoil Starter). Remove the Small Screws and Retainer Ears from the Housing that Ho;d the Pulley in Place. Carefully Remove the Pulley and Spring from the Housing. To Replace the Spring and Pulley, Remove the Old Rope from the Recoil Pulley. Put the End of the Spring that was Attached to the Pulley through the Catch Hole you Released the Spring from and Lock it Into the Pulley Catch. Set the Pulley Into the Housing and Replace the Pulley Retainer Ears and Screws. Now Turn the Pulley in the Same Direction that the Pulley would Turn if the Rope was Turning it. When the Spring is Almost Back in the Housing; Attach Small Vice Grip Pliers to the Very End of the Spring to Prevent the Spring from Going All the Way Into the Housing and Use the Pliers to Assist you in Setting the Spring Into the Housing Catch. Once the Spring is Set In the Housing Catch, then Turn the Pulley Until it Can No Longer be Turned. Once the Pulley will Turn No More, then Reverse Direction 1 or 2 Turns and Thread the New Rope Through the Hole in the Center of the Pulley and Out the Hole in the Blower Housing. Pull the Rope Through Until it is Tight Against the Pulley. Now Tie a Slip Knot in the Rope to Hold the Pulley in Place While the Handle is Attached to the Rope. Once the Handle is Attached, Release the Slip Knot and the Rope Should Retract Into the Housing. Reassemble the Blower Housing Onto the Engine. Hope this Helps. I am Here if You Require More Assistance. Let me Know What Happens, Please. Thanks.

Good Luck

QUESTION: Now that it works, I've found a second problem.  The front of the mower seems to ride too low.  It bottoms out frequently, which cauese the blade blade engaging shifter to disengage.  Any ideas about how to get the front of the deck to raise up higher.  The rear seems to come up as it is supposed to.

ANSWER: Hello Again Marc:

I Read your Post in the Ratings and Comments Section. Thanks for the Ratings and the Good Words. To Answer this Question I Require the Mower Model Numbers, Please. With these I can Locate the Proper Manual and Better Assist you. Thanks.

QUESTION: Sorry for the delay.  The mower is a 2650-07.  I found the manual, so I think I know what to do. It involves putting a block under the front of the deck and adjusting  cable and screw.
