Small Engines (Lawn Mowers, etc.): Throttle control question - throttle pin, cylinder head gasket, engine gasket

I have been trying to repair an almost new mower that was stored in a hot shed for 3 years. Murray 22" push with a B&S Model 10H902 engine, type 0218E1. Did regular maintenance first. It was blowing white smoke out and cycling down and nearly stalling on gentle uphill slopes. This got worse to the point it was nearly stalling. Cleaned out piston head and replaced head gasket, also disassembled carburetor and cleaned it. Replaced air filter and spark plug. After all the work it ran very low, almost stalled. Then when I took off the air filter I noticed the throttle pin sticking up out of the venturi (I think ?) is freely rotating. Every time the mower moves, the throttle pin spins and the engine changes pitch. Is the throttle pin (little triangular piece on top with little holes) supposed to be attached to something? It was not when I first opened up the carburetor, but clearly it needs to be held in one position or the mower will either stall or burn up as the pin rotates around. What do I do to it or attach it to? Help! This is the little triangular piece just under the 2 springs.

You can View a Breakdown/IPL of this Engine at this Site Addy, http://www.smallenginepartswarehouse.com/parts.asp and Select the Shop Online Parts Look Up. Then Select the Model Tab. Then Select the OEM and Enter the Model and Type Numbers (10H902-0216). Then Double Click on the Model in the Results Area. Now you can Select the Section of the Engine you Wish to View. Select the Brake, Controls, Governor Spring, Ignition File. In the Breakdown #201 is Attached to the Throttle Valve Shaft Plate (Triangle Piece with the little holes) and to the Governor Blade. This is Why the Engine will Not Rev Properly when Under a Load. The Governor Blade is Shown in the Cylinder, Cylinder Head, Gasket Set-Engine, Gasket Set-Valve, Lubrication File. It is Breakdown #200. The Gas Tank has to be Removed, the Solid Link is Hooked Into the Throttle Valve Shaft Plate, the End of the Governor Link that has the Circle is Hooked to the Governor Blade and the Throttle Spring is Attached to the Circle and to the Throttle Control Lever on the Throttle Control Bracket.
