Small Engines (Lawn Mowers, etc.): Riding Mower Engine wont start, compression chamber, filter area

I rolled my Sears 17.5hp Riding Mower over.  The engine quickly shut off when I came off the seat and the blades were not turning at the time.  

After uprighting it, the engine won't start.  The battery is fine, it tries to start and the flywheel stops at a certain point.  I can manually turn the flywheel backwards about 2 turns and then upon trying to start it turns the 2 turns and stops.  Oil had spilled into the air filter area.  When I checked the oil level it was at the low end of add, but there was still oil there.  I added.

Is the engine seized or is this something called a hydraulic lock?  Is it possible that it won't fully start because of the seat sensor.  I noted that I can get it to turn the two turns whether I am seated on it or not as long as the brake is set, which is strange.

Hello Jeff:

Have you Removed the Spark Plug and Check for Oil in the Compression Chamber causing the Hydraulic Lock. Usually this Happens when an Engine is Turned Upside Down as in your Case. Send me the Model Off the Mower and the Model and Type Numbers Off the Engine, Please. With these I can Locate the Proper Manual and Better Assist you. Hope this Helps.
